In the 1991 Gulf War, the American public was fed an a homogenized version of reality. The news consisted of the same sound bites, presidential declarations, Pentagon briefings, etc. -- essentially identical information no matter what the media source.
In the first 24 hours of the latest Gulf War, the same situation prevailed for the vast majority of Americans. This time around, however, a minority -- but a growing one -- had learned a lesson from the aftermath of the Sept. 11 attacks. They had a robust online alternative. The World Wide Web, e-mail lists and other online sources offered content with context and nuance.
Maybe you didn't have time at the start of this war to check out the alternatives. In coming weeks and months, please make the time.

Völkerrechtler: Bundesregierung muss den Angriff auf den Irak für
völkerrechtswidrig erklären


Der Freiburger Völkerrechtler Dietrich Murswiek hat in einem Brief an Bundesaußenminister Fischer die Bundesregierung aufgefordert, den
amerikanisch-britischen Angriff auf den Irak als völkerrechtswidrig zu
bezeichnen. Andernfalls, so der Freiburger Professor, könne neues
Gewohnheitsrecht entstehen, das den Präventivkrieg legitimiere. Wenn die
Bundesregierung verhindern wolle, dass auf diese Weise das
völkerrechtliche Gewaltverbot unterminiert und das System der
Friedenssicherung der Vereinten Nationen zum Einsturz gebracht wird,
müsse sie sich jetzt klar äußern und die Völkerrechtswidrigkeit des
amerikanischen Vorgehens feststellen.
Im einzelnen weist Murswiek auf folgende Punkte hin:
- Der amerikanisch-britische Angriff auf den Irak ist
völkerrechtswidrig. Er lässt sich weder unter dem Aspekt der präventiven
Selbstverteidigung rechtfertigen noch lässt er sich auf Resolution 1441
oder auf ältere Resolutionen des Sicherheitsrats stützen.
- Die Politik der Bush-Administration zielt darauf ab, das geltende
Völkerrecht so zu ändern, dass Präventivkriege künftig legal sind. In
der "Nationalen Sicherheitsstrategie" nimmt die US-Regierung das Recht,
gegen "Schurkenstaaten" präventive Kriege ohne Mandat des
Sicherheitsrats zu führen, nicht nur im Falle des aktuellen
Irak-Konflikts, sondern ganz generell für sich in Anspruch.
- Indem die US-Regierung die Legalität des Präventivkriegs behauptet,
setzt sie mit dem Krieg gegen den Irak die Entstehung einer neuen Regel
des Völkerrechts in Gang, durch welche das völkerrechtliche Gewaltverbot
unterminiert und das System der Friedenssicherung, wie es sich nach dem
2. Weltkrieg herausgebildet hatte, zum Einsturz gebracht werden könnte.
Staaten, die verhindern wollen, dass der Präventivkrieg
gewohnheitsrechtlich legalisiert wird, müssen daher ihre Auffassung,
dass der Krieg gegen den Irak nicht durch Selbstverteidigung
gerechtfertigt ist, klar zum Ausdruck bringen.
- Auch die Legitimierung des Irak-Krieges durch Berufung auf Resolution
1441 oder auf ältere Resolutionen kann nicht hingenommen werden. Denn es
gibt keine juristisch vertretbare Interpretation, die eine solche
Legitimierung ermöglicht. Staaten, die es unwidersprochen hinnehmen,
dass die USA sich mit auf Sicherheitsratsresolutionen bezogener
juristischer Rabulistik eine Scheinlegitimation für einen Krieg
beschaffen, tragen dazu bei, dass das Monopol des Sicherheitsrats, über
den Einsatz militärischer Gewalt in solchen Fällen zu entscheiden, in
denen zwar der Frieden bedroht ist, aber doch keine
Selbstverteidigungslage gegeben ist, untergraben wird. Zugleich werden
die ohnehin nur minimalen rechtsstaatlichen Anforderungen, welche die
UN-Charta für eine so schwerwiegende Entscheidung wie einen Einsatz
militärischer Gewalt aufstellt, völlig beseitigt.

It's easy to vilify George W. Bush as a cynical warmonger, anxious to attack Iraq to repay the oil companies that funded his election campaigns. But to do so is to make a dangerous and fundamental error, and such a myopic view of the Bush administration's policies puts America's future at risk.
The reality is that the current administration has a clear and specific vision for the future of America and the world, and they believe it's a positive vision. In order to put forward an alternative vision, it's essential to first understand the vision of America held by the New Right.

Eine Sonderveranstaltung zum Krieg Amerikas im Irak

Die ersten Monate dieses Jahres standen unter dem Zeichen eines möglichen Krieges. Die Antworten auf die Frage, wer für und wer gegen diesen Krieg ist, zerreißen die Welt und teilen sie in Lager. Seit der Rede des US-Präsidenten in der Nacht zum Dienstag muss man sagen, der Krieg steht unmittelbar bevor. Jeder Tag kann neue, unvorhergesehene Ereignisse bringen.

Trotzdem:
Am 27.3.03, dem diesjährigen Welttheatertag, um 22.00 Uhr, wollen wir Friedensbefürwortern vor allem aus den USA eine Stimme geben.
NOT IN OUR NAME heißt unsere Veranstaltung, die – angeregt durch die Projekte Theatres Against War und Poets Against the War, denen sich auch zahlreiche deutsche Künstler angeschlossen haben, Positionen der amerikanischen und europäischen Friedensbewegung vorstellt.
Lyrik, Prosa, dramatische Texte und Statements von Tony Kushner, Caryl Churchill, Jeff Jones, Naomi Wallace u.a. werden von Ensemblemitgliedern des Dresdner Staatsschauspiels und von Robert Reilly, einem amerikanischen Schauspieler und Aktivisten der amerikanischen Antikriegsbewegung, gelesen.
Am 28. März, ebenfalls 22 Uhr, wiederholen wir Teile der Lesung. Im Anschluss besteht die Möglichkeit zur Diskussion.
Mr. Robert Reilly lebt in New York, dieser seit Wochen und Monaten bewegten Weltmetropole; er ist unserer Einladung nach Dresden gefolgt, um mit Bürgern dieser Stadt über die aktuelle Situation in Amerika ins Gespräch zu kommen.

Europa hat aus den Folgen des 2. Weltkriegs gelernt. Das zeigt die Einstellung der Voelker und der meisten europaeischen Staaten zum Irak-Krieg. Die Haltung der deutschen Bundesregierung muss angesichts des Todes und der Verstuemmelung ungezaehlter Zivilisten noch konsequenter sein. Erforderlich sind aus der Sicht der
Schriftstellerinnen und Schriftsteller drastische diplomatische Massnahmen gegenueber Laendern, die voelkerrechtswidrig mit Krieg und militaerischer Gewalt gegen andere Voelker, aber auch gegen das eigene Volk vorgehen. Der Verband deutscher Schriftsteller (VS) in Baden-Wuerttemberg fordert deshalb den Abbruch der diplomatischen Beziehungen zu allen Laendern, die sich am gegenwaertigen Krieg
beteiligen. Der VS in Baden-Wuerttemberg wird auf der Bundesdelegiertenkonferenz des Schriftstellerverbands in Wolfenbuettel (28. bis 30. Maerz) beantragen, dass der VS sich bundesweit dieser Forderung anschliesst.

USA bricht Völkerrecht mit heutigen Angriffen!

Protest um 11.30 Uhr in der Uniklinik FR und um 17.oo Uhr am Bertholdsbrunnen in Freiburg!



Freiburg: Einen Bruch des Völkerrechts wirft ver.di Südbaden des USA vor: “Ein Angriffskrieg ohne UN- Mandat ist ein krimineller Akt! Wer heute Lösungen mit den Mitteln des Krieges sucht, den wird die Zukunft bestrafen. Die Geschichte zeigt, dass die Folgen eines Krieges immer von den nachfolgenden Generationen bewältigt werden müssen. Wer heute als Bürger ein Zeichen gegen den Krieg setzen will, der sollte gemeinsam an den Demonstrationen um 17 Uhr auf den Marktplätzen in Südbaden teilnehmen und damit ein friedliches Zeichen setzen.“ So wird gegen 17.00 Uhr auch ein Protest am Bertholdsbrunnen in Freiburg stattfinden. Um 11.30 findet sich die Belegschaft der Uniklinik Freiburg am Ententeich zwischen Chirurgie und Frauenklinik zum Friedensprotest ein. Mit weiteren spontanen Aktionen in den Südbadischen Betrieben ist zu rechnen. Warenboykotts von Teilen der USA gegenüber deutschen und französischen Produkten ausgesprochen, ist ein Relikt aus der geschichtlichen Mottenkiste. Auf Grund der grenznahen Lage unseres Südwestens schätzen wir die friedliche Koexistenz mit den europäischen Nachbarn. Dies sollte Vorbild für alle Völker dieser Welt sein. Aus gewerkschaftlicher Sicht gefährdet ein Krieg auch Arbeitsplätze in Deutschland und im Südwesten.
Die stark exportorientierte Wirtschaft im Südwesten ist leidtragende eines Krieges. Aber auch der Vertrauensverlust und die umgreifende Angst in der Bevölkerung wird große Teile der Tourismus und Freizeitbranche negativ treffen.
